Biography

Prior to joining Maverick Strategies, Callahan served as Pennsylvania Speaker Mike Turzai's longtime Chief of Staff. As Chief of Staff, Callahan was responsible for managing the day-to-day operations of the House of Representatives. He served as the House's chief negotiator on all state budget and major legislative initiatives and worked with both Republican and Democrat legislators and the Administration to develop and implement a successful public policy agenda.

With the House of Representatives since 2002, Callahan began his career as a staffer on the House Commerce Committee, where he dealt with significant banking and economic development initiatives. Upon teaming up with then Minority Policy Chairman Turzai in 2006, Callahan and Turzai developed a pro-jobs, pro-taxpayer agenda to retake the Majority.

After the 2008 election cycle, Turzai was promoted to Republican Whip where Callahan served as Executive Director for the 2009-10 Legislative Session. Callahan served as the House Republican's chief vote counter and played an intricate role in ensuring Republican House members' legislative and budgetary priorities were a focus of the General Assembly and the Administration.

Upon retaking the majority after the 2010 election, Turzai was unanimously elected by his colleagues to serve as the Majority Leader. Callahan, serving as Chief of Staff, was responsible for directing all staff and administration functions for the House Republican Caucus as well as directing the development and implementation of legislation and moving those proposals through the legislative process. Callahan was also responsible for managing the Republican caucus budget priorities and negotiations, state-grant and RACP priorities.

Callahan serves on the Council of Trustees at his alma mater, Lock Haven University. He resides in Mechanicsburg with his wife, Megan, and their two daughters, Kyla and Scarlett.
