Mr. Cosgrove's practice focuses on government relations, representing national and state trade associations and Fortune 500 companies before the Oregon Legislature, and state and local agencies and boards. He also practices in the areas of commercial law, consumer finance law, bankruptcy law and general business law. He is a member of both the Oregon and Washington State Bars.

Mr. Cosgrove was a founding member of Friends of Public Health, and he currently chairs its Board. He has served on the boards of numerous community arts and human services organizations.
