Biography

Before joining Schwartz, Metz & Wise, P.A., Richard served as Senior Advisor to Lieutenant Governor Boyd K. Rutherford, and before that as Deputy Counsel for Civil Rights & Legislative Affairs for Attorney General Doug F. Gansler. While at the Lieutenant Governor's office, he served as the principal staff to the Commission to Modernize State Procurement, formed by Executive Order in 2016, and successfully steered legislation related to that effort through the General Assembly during the 2017 Session.

Richard began his career as a business litigation and maritime defense attorney at Semmes, Bowen, & Semmes and later as a personal injury and medical malpractice attorney at Murphy, Falcon, & Murphy. He is licensed to practice law in Maryland and the District of Columbia. Richard received his Bachelor's Degree from Binghamton University, Master's Degree from Cornell University, and Law Degree from Vanderbilt University.
